The first 1.6–2 km of every one of these journeys is the same walk, and it cannot be bought out of · the one ryokan in the gorge sits inside that stretch, which is why it has no pin of its own · pins sit at the middle of each published range, and the labels carry the range.
THE FINDING
Three of the four bases are one placeYudanaka, Shibu and the gorge sit inside 12 minutes of each other. As far as the monkeys are concerned that is a single base, and choosing between the three is a question about your evening, not your morning. Nagano city is the only real second option: 50 minutes and ¥3,000 (≈$19) further out, and what it hands back is a railway station and a temple that predates the photograph by thirteen centuries.
The honest «but»: those 12 minutes are our arithmetic, not a published distance — each pin sits at the middle of a range the operators publish, and the ryokan in the gorge has no pin at all because nobody publishes its walk in minutes. What is not arithmetic is the part every base shares: the 1.6–2 km on foot, and a park that says the monkeys may not come down.

What the 9:00 opening is actually worth
THE MORNING HALF. Every argument for sleeping close comes down to one hour, so it is worth being precise about what that hour contains — and about what it still cannot promise.
The coaches cannot be early
The fastest train from Tokyo is 79–80 minutes, and the valley is another 41–60 minutes plus the walk after that. Nobody who slept in Tokyo is at the gate at 9:00, whatever they paid.
From the valley it is a short morning
Shibu to the trailhead is bus 5 min ¥250 (≈$1.6) to the Snow Monkey Park stop. Yudanaka is 10–15 minutes and ¥390 (≈$2.5). Add the 25–40-minute walk and a 9:00 arrival needs an ordinary breakfast, not an alarm.
From the city it depends on one departure
Nagano city is 41–60 minutes of bus plus the walk, so whether you make the opening is decided by the first bus of the day from JR Nagano Station East Exit, bay 23 — read that timetable before you book the room.
What you get for it
The quiet hour, and the part of the day when the trail is emptiest in both directions. What you do not get is a guarantee: the park is clear that the monkeys may not come down at all on a given day.
And the other end of the day
The park asks visitors to arrive 30 minutes before closing time, and in winter it closes at 16:00. Staying close is worth as much at 15:00 as at 9:00, because the last bus back stops mattering.
The honest counter-argument
A night in the valley costs a night. If the monkeys are one stop on a two-week trip, the $151 (≈¥23,600) day from Tokyo or the $140 day from Nagano Station is the efficient answer, and this page will not pretend otherwise.
EITHER BASE — THE TICKET AND THE TIMING CAN BE SOMEONE ELSE’S PROBLEM
Both of these include the ¥800 (≈$5.1) park ticket, which on a crowded winter day is the single most useful thing a tour buys. The half-day needs 2 people to run, so a solo traveler wants the first one.

It is an evening ritual, done in a yukata, on stone streets, between one bath and the next — and it is the one thing in this valley a day-tripper cannot do. That, rather than the ¥2,750 (≈$18) saved on the morning bus, is the real argument for the extra night.

Sleeping inside the gorge
The most-photographed bath in Japan is not in the park. It belongs to a ryokan a few hundred meters up the gorge, and it is where this whole thing started in 1963.
There is one ryokan in Jigokudani itself, a few minutes' walk from the park gate and inside the 25–40-minute stretch on the axis above. In 1963 a young macaque climbed into its outdoor bath; the park opened in 1964 to give the troop a pool of their own, and the photograph that made the place famous ran in 1970. Everything on this site follows from that one bath.
We do not link it, price it or rate it — we have not stayed there and take nothing on rooms. What is worth knowing before you look it up: you carry your luggage up the trail, there is nothing to buy once you are there, and you are inside the park's valley when everyone else has gone home.

And the case for the city
If you are moving through Japan rather than settling into a valley, the city is the base that costs you the least and gives you the most to do with an evening.
Nagano city is where the shinkansen stops, where the express bus starts, and where the rooms are cheapest per star. It is also a destination of its own: Zenkō-ji has stood here since long before the monkeys were a photograph, and the temple is bus from Nagano Station Zenkō-ji exit bay 1, about 10–15 minutes, ¥190 (≈$1.2) on an ordinary route bus and ¥150 (≈$1) on the Binzuru-gō loop — or or about 2 km straight up Chūō-dōri, roughly 30 minutes on foot. Entry to the inner sanctuary is ¥800 (≈$5.1).
Obuse, with the Hokusai museum, is 20 min by limited express, 30 min by local; ¥870 (≈$5.6) plus a flat ¥100 (≈$0.6) express surcharge up the same railway you would take to the monkeys, and the museum is from ¥1,200 (≈$7.7) — a special exhibition costs more. Both of those are how a city base earns the 41–60 minutes it costs you each morning.
